Pedro Siza Vieira

Pedro Siza Vieira is a lawyer and partner at the law firm PLMJ. He was previously a partner at Morais Leitão and at Linklaters LLP, where he served as Managing Partner of the Lisbon office between 2006 and 2016.

He is recognized by leading legal directories for his work in banking and finance law, restructurings and insolvency, project finance, and administrative law. He has over 20 years of experience in commercial and administrative arbitration, both domestic and international.

He is a Visiting Professor at NOVA School of Law. He has also lectured at the Faculty of Law of the Catholic University of Portugal and the Faculty of Law of the University of Lisbon, teaching economic law and commercial law, as well as master’s-level courses on public-private partnerships and banking and financial law.

He is a frequent speaker and author at conferences and congresses across multiple areas of law, as well as on topics such as international economics and politics, public finance, digital transformation, and sustainability.

He has served as a member of the Superior Council of Administrative and Tax Courts in Portugal, the Arbitration Commission of the International Chamber of Commerce (ICC), and as a board member of the Task Force for Enterprise Capitalization. He has also been a board member of the Portuguese Association of Law Firms, Vice-President of Ad Urbem, and President of the Portuguese Arbitration Association.

He was a member of the Government of Portugal between 2017 and 2022, serving first as Minister Adjunct to the Prime Minister and of the Economy, and later as Minister of State, Economy and the Digital Transition.
