João Barros is Chair of the Board of Directors of AI² – Agência para a Investigação e Inovação, Portugal’s national agency for research and innovation.

He is Full Professor of Electrical and Computer Engineering at the University of Porto (currently on leave) and former Director of the Instituto de Telecomunicações in Porto. He previously served as Associate Director and Research Professor at Carnegie Mellon University in Kigali, Rwanda.

A Fellow of the IEEE (Institute of Electrical and Electronics Engineers), he has conducted research at leading institutions worldwide, including the Massachusetts Institute of Technology, Carnegie Mellon University, Stanford University, the Technical University of Munich, and the University of Porto. He is the founder and former CEO of Veniam, a pioneer in vehicular communications networks later acquired by Nexar.

Throughout his career, he has authored over 180 scientific papers, is an inventor on 22 patents, and has received multiple international research awards.
